What happened

The House Transportation and Infrastructure Committee approved an amendment in the nature of a substitute by voice vote and ordered H.R. 10304 reported, as amended.

What the bill proposes

The amended proposal would require the FAA to maintain a safety statement covering laws, operating qualifications, airspace restrictions, lawful-airspace checks, safety recommendations, and potential enforcement consequences. Small-drone manufacturers would provide the statement when an initial operator first activates a system, and the operator would acknowledge reading it.

The committee action advances the proposal but does not pass it through the House or enact it. The statement, manufacturer duties, and operator acknowledgement would become federal requirements only if Congress passes the bill and the President signs it.
