What happened

The Senate Commerce, Science, and Transportation Committee agreed to S. 5171, as amended by a substitute, by voice vote during an executive session.

What the bill proposes

The amended proposal would direct the National Academies to begin a study of injury risks and other outcomes from AI-enabled toys within six months after enactment. It would also require the FTC and Consumer Product Safety Commission to submit a joint action plan within two years with recommendations on legislation, regulation, disclosures, standards, privacy, safety, reviews, and public education.

The committee vote advances the bill but does not enact it, create the study, or impose product rules. Unlike H.R. 8382's proposed prohibition on AI chatbots in children's toys, S. 5171 primarily calls for research and policy recommendations.
